With the Ontario Ministry of Municipal Affairs and Housing as invited guests

There have been significant changes to the Municipal Elections Act, 1996 and some of the processes and forms. This session will benefit new and returning candidates.
Each municipality will be present to take part in break-out sessions at the end of the Ministry presentation to provide more specific candidate and voting method information.

Candidate Information Session
Thinking about running in the upcoming Municipal Election?  Wondering what is involved?  Not sure who to ask?

The Townships of East Zorra-Tavistock, Norwich, Southwest Oxford, Zorra and Bayham are hosting a Candidates Information Session, with representatives from the Ministry of Municipal Affiars and Housing as guest presenters.  They will provide insight into the municipal election process and what is involved in being a member of local government.

2010 Final Tax Notices in the Mail
For those people that are not on the monthly pre-authorized payment plan for property taxes, your Final 2010 Tax Notice was mailed on July 29, 2010.  Instalment due dates are August 31st and October 29th.

Failure to receive a tax notice does not prevent penalty charges for late payment.

The 2010 Township Emergency Preparedness Guide has now been mailed out to all homes and businesses throughout East Zorra-Tavistock.

If you have not received your copy there are copies available at the municipal office in Hickson or at your local library. We encourage all our residents to take the time to read the booklet in order to help prepare and protect your family in the event of an emergency.

Tavistock Arena - Open Ice Schedule Updated
Tavistock Arena currently has ice time available for rent during the spring season.
We will have ice time available until May 20, 2010.
 
Non Prime time is $94 per hr gst included (weekdays before 4:00pm & after 11:00pm) Prime time is $140 per hr gst included. Contact the Arena to book a time or put in your request.
 
Tavistock Arena open ice time list is attached, If you have problems viewing it please let me know I will resend it in a different format. If you have requests for ice not on the list please let me know as the schedule changes daily, I will do my best to accommodate you.
 
Note: If you are looking for summer ice. We will have ice time ready to rent again starting on Sunday July 18, 2010.
 
Summer Ice time discount being offered. 
1- If you book 10 hrs of ice time in July and August you can receive 1 ½ additional hrs of ice time at no charge.
2- All hrs booked in July and August will receive a 10% discount if they are booked & confirmed prior to July 19

Tavistock & District Recreational Facilities Board Appointment

The Council of the Township of East Zorra-Tavistock is accepting applications from community and business minded volunteers to serve on the Tavistock & District Recreational Facilities Board. One position, for a three year term commencing June 1, 2010 is currently available.

The Board's mandate is to provide high quality recreation facilities for the community. The Board is responsible for establishing policy, procedures and budgets for operation of the Arena, Memorial Hall and Queens Park. Members of the Board are not permitted to hold an executive position with a facility user group.

If interested, please submit an application by 12:00 noon on Thursday, April 29, 2010. Terms of Reference and Application Forms are available from this website, the Township Office in Hickson or the Tavistock & District Recreation Centre Office. Applications must be submitted to the Township Office, Hickson on the Application Form or by way of a letter that includes all of the information requested on the application form.

Christmas Holiday Closures

The Hickson Municipal Office will close on Thursday, December 24, 2009 at 12:00 p.m. and re-open Monday, January 4, 2010 at 8:30 a.m. This includes General Administration, Building Department, Roads Administration and Fire Administration. Emergency Services and Road Maintenance operations are not affected by this closure.

Real Christmas trees can be dropped off at the Yard Waste Depots to be mulched. Please remove all decorations and plastic bags used to transport trees.

Garbage and Recycling over the Holiday Season
Due to the way the dates of the holidays fall this year, there will be no change to the garbage/recycling schedule for EZT residents.

H1N1 flu shot clinics - Open to all residents in Oxford County
Oxford County residents who want the H1N1 flu virus vaccine can receive it at one of the scheduled Public Health clinics or from participating family doctors

New priority groups for H1N1 flu shots announced
Oxford County Public Health has scheduled more H1N1 flu shot clinics for priority groups as they are identified by the Provincial Government.

H1N1 flu vaccinations in Oxford County

With the Ministry of Health & Long-Term Care today announcing the release of the H1N1 flu virus vaccine, Oxford County Public Health is also announcing its first round of H1N1 flu shot clinics for high-priority groups.

Although high-priority groups are receiving the vaccine first, H1N1 flu shot clinics will be held throughout November for everyone who wants to receive the vaccine. We are asking people to watch for updates on clinic times and locations by visiting our website at www.oxfordcounty.ca/h1n1 and to also check their local newspaper or radio station. People can also call Public Health at 519.539.9800 or 1.800.755.0394 if they have questions.

Police Changes - 7:01 a.m. October 19, 2009
At 7:01 a.m. on October 19, 2009 Policing for the Township of East Zorra-Tavistock will transition from the Oxford Community Police Service to the Ontario Provincial Police Service. The OPP will also begin policing in the Township of Blandford-Blenheim and the Township of Norwich at that time. The City of Woodstock will be policed by the new Woodstock Police Service.

"Citizens in Oxford County and the City of Woodstock are assured a seamless transition in police service" said Chief Superintendent Ron Gentle. OPP officers will be reporting to satellite offices located at the township office in Drumbo, the fire hall in Tavistock and the fire hall / police facility in Norwich.

Mock Emergency Exercise Tuesday October 20 2009

Starting at approximately 9 a.m. on Tuesday October 20, 2009 there will be a mock emergency exercise being conducted in the village of Tavistock.   The west end of the village will have some road closures and there will be a roadblock set up at the west boundary of Perth-Oxford Rd 24.   Roads should be open by approximately 11:30 a.m.

Fire, police and EMS will be participating in this exercise, along with municpal staff.   Regular emergency services will not be interrruped .

2009 Seasonal Flu Clinics - For Seniors aged 65 and older.
This year is a different flu season because the pandemic H1N1 flu virus is also in our community.  This changes how people will get their flu shot.

If you are 65 years or older or live in a long-term care home, you can receive the seasonal flu shot in October from your doctor or one of the clinics listed on this website.  Others who would like the seasonal flu shot will receive it later, after H1N1 vaccinations have taken place in November and December.

Final 2009 Tax Notices Have Been Mailed

 

For those people that are not on the monthly Pre-authorized Payment Plan for property taxes, your 2009 Final Tax notice was mailed July 28, 2009.  Instalment due dates are August 31st and October 30th.

Failure to receive a tax notice does not prevent penalty charges for late payment.

Change in Final Billing Process for Properties in Capped Classes
 
Taxes for properties in the capped classes (commercial, industrial, multi-residential) will not be billed until mid-August this year due to delays relating to reassessment – and the information flowing from MPAC to the consulting firm that calculates taxes for these properties. Taxes will be due in one instalment - payable on October 30, 2009. We are sorry for any inconvenience this may cause.

Rural Connections Broadband Project
The purpose of this Request for Proposal (RFP) is to seek assistance from a qualified consultant to act as project manager for the purpose of administering the project in accordance with the terms and conditions of the funding agreement. The Project Manager will assist the Steering Committee in developing processes that will ensure all aspects of the project meet Provincial and County requirements including all required reports. TAKE NOTICE that the Council of the Township of East Zorra-Tavistock passed By-law #2009-
27, on the 2nd day of July, 2009 under Section 12 of the Development Charges Act, 1997;

AND TAKE NOTICE that any person or organization may appeal to the Ontario Municipal Board
under Section 14 of the Act, in respect of the development charge by-law, by filing with the Clerk
of the Township of East Zorra-Tavistock on or before the 11th day of August, 2009 a notice of
appeal setting out the objection to the by-law, the reasons supporting the objection and the
Ontario Municipal Board filing fee of $125.00.

The lands to which the by-law applies include all lands within the corporate limits of the Township
of East Zorra-Tavistock.

Handbook for Reducing Basement Flooding

As part of the Township's ongoing work under the Tavistock Flood Prevention Program, the handbook from the Institute for Catastrophic Loss Reduction provides information on how you can reduce your chances and your neighbours’ chances of having basement flooding.  

This handbook also provides some background information and descriptions of municipal sewer and stormwater management issues that have led to basement flooding problems. It is our hope that this handbook will provide useful guidance to any homeowner who would like to reduce their chances of having basement flooding
While this information is being provided as an educational item under the Tavistock Flood Prevention Program, some of the information in the handbook would be relevant to every homeowner, not just those with connections to Sanitary and/or Storm Sewers.

Innerkip Wastewater Collection System/Road Reconstruction - Phase 1

Oxford County and the Township of East Zorra-Tavistock will be awarding a contract for the construction of sanitary sewers, storm sewers and road reconstruction for Phase 1 of this project.

A public meeting (drop-in format) has been scheduled to present construction phasing, design drawings and the Addendum to the Class Environmental Assessment.

The public meeting will be held at the following time and location:

Innerkip Community Centre

Construction is anticipated to begin in early July 2009 and will continue into mid 2010.

During construction, there may be times that residents will not have access to driveways during the daytime hours, but we will endeavor to provide access to driveways during the evening and weekend periods.

Ontario Civilian Commission on Policing Services - Public Meeting
The Ontario Civilian Commission on Police Services has received requests from the City of Woodstock and the Townships of Norwich, Blandford-Blenheim and East Zorra Tavistock for permission to restructure the Oxford Community Police Service following the expiry of their joint policing arrangement dated November 3, 1998.

The Townships propose to enter into individual agreements with the Ministry of Community Safety and Correctional Services to receive policing services from the Ontario Provincial Police.

The City of Woodstock proposes to establish a municipal police service to be known as the City of Woodstock Police Service.

The Commission will hold a public meeting pursuant to sections 5, 10 and 40 of the Police Services Act to consider these proposals.

The purposes of this meeting are to receive these proposals and submissions with respect to their adequacy, and to determine whether severance arrangements have been made with those members of the Oxford Community Police Service whose employment may be terminated if the proposals are accepted.

This public meeting will take place commencing at 10:00 a.m. on Thursday, May 14, 2009, in the Vansittart Conference Room at the Quality Hotel and Suites, 580 Bruin Boulevard, Woodstock, Ontario.

Development Charges Public Meeting
There will be a Public Meeting to consider new Development Charges for the Township of East Zorra-Tavistock. The meeting will take place during the regular Council meeting on Wednesday, May 6, 2009 at 11:00 a.m. Development Charges are levied against new development, and are a primary source of funding growth-related capital expenditures. Township capital services include: Fire, Parks & Recreation, Public Works: Buildings & Fleet, General Government (Growth Studies), and Roads and Related infrastructure.

Township Council is required under The Development Charges Act, 1997, to hold at least one public meeting to allow the public the opportunity to review and provide comments on the April 2009 Development Charges Study, related staff reports and the proposed Development Charges By-law.

Tavistock & District Recreational Facilities Board Appointment

The Council of the Township of East Zorra-Tavistock is accepting applications from community and business minded volunteers to serve on the Tavistock & District Recreational Facilities Board. One position, for a three year term commencing June 1, 2009 is currently available.

The Board's mandate is to provide high quality recreation facilities for the community. The Board is responsible for establishing policy, procedures and budgets for operation of the Arena, Memorial Hall and Queens Park. Members of the Board are not permitted to hold an executive position with a facility user group.

If interested, please submit an application by 12:00 noon on Thursday, April 30, 2009. Terms of Reference and Application Forms are available from the Township Office in Hickson, the Tavistock & District Recreation Centre Office or can be downloaded from the Township web site. Applications must be submitted to the Township Office, Hickson on the Application Form or by way of a letter that includes all of the information requested on the application form.

Ward Boundary Review

This notice is to inform customers of the Tavistock Sewage Collection System, and any other interested local residents, property owners and agencies, that Oxford County (County) is nearing completion of the above-noted study and is at the stage now where it wishes to consult with the directly affected members of the public before any final decisions are made in respect of the project.

 

The Tavistock Sewage Collection System Municipal Class EA project has been conducted in accordance with the Schedule ‘B’ requirements of the Municipal Class Environmental Assessment, to review and evaluate the sewage collection system in an effort to minimize current and future surcharging. 

 

In order to inform customers and to obtain public input on the County’s progress on the Municipal Class EA, a Public Information Centre will be held at the Tavistock & District Recreation Centre, 3 Adam Street (Memorial Hall) on Tuesday, February 3, 2009 from 7:00 p.m. - 8:30 p.m. (with a presentation scheduled at 7:30 p.m.). 

 

Staff from the County and R.J. Burnside & Associates Limited, the Consulting Engineers retained by the County for this project, will be in attendance at the Public Information Centre to present project information and to answer any questions. 

 

When the project is finalized, a report will be prepared and a Notice of Completion will also be published, advising of a formal 30-day public and agency review period to comment on this project.  If you have any questions, or are unable to attend the Public Information Centre and would like to participate, please contact:

Shovelling for Safety
With record amounts of snowfall this winter, it seems that shovelling has become part of our daily routine. Navigating snow filled sidewalks and walking on roadways needn't be part of that routine.

To help keep our community safe the Township is requesting that all property owners please ensure that sidewalks be cleared off on a regular basis. This practice makes for a safer walking environment for everyone; children on their way to school, seniors out for a walk, or those getting some exercise.

Our office has received complaints primarily in the villages of Innerkip and Tavistock and so we are asking the general public to please help in ensuring everyone's safety by keeping sidewalks cleared so that no one has to walk on a roadway and possibly endangering themselves and others.

Tavistock Drainage Disconnect Grant Program Extended
The Tavistock Drainage Disconnect Grant Program has been extended to September 30, 2009.  This will allow additional time for potential participants to submit applications and will allow additional new disconnects to take place in the spring/summer of 2009.

To date, the program has provided funding to 17 applicants.  Another 8 applications are currently pending.  The average payment is $1,134.  The program is funded jointly by the Township of East Zorra-Tavistock and the County of Oxford.

About Tavistock’s wastewater treatment system expansion

After carefully considering six options to respond to the need for expanded sewage treatment in Tavistock, Oxford County is moving ahead with plans to upgrade and expand the community’s existing wastewater treatment plant. We believe that upgrading and expanding the existing wastewater treatment plant is the best option for this community at this time.

Q. Why is the County moving forward with a proposal to upgrade and expand Tavistock’s wastewater treatment system?

A.

Tavistock’s current wastewater treatment system is nearing capacity and Oxford County believes that this is the best option for the community at this time. First, the project is designed to accommodate the community’s projected growth for the next 20 years. Second, our Environmental Study Report shows that the lagoon upgrade/expansion option offers a number of benefits that are well-suited to the unique needs of this community. Finally, it is a more affordable option for the individual Tavistock homeowner who, in the end, shoulders the cost of wastewater treatment through yearly rates and one-time development charges. These charges would climb by almost 500% over the next ten years if the County were to build a mechanical plant.

Q. Why isn’t the County building a new mechanical treatment plant in Tavistock when other small communities are building mechanical plants?

A.

In addition to the compelling environmental and technical reasons for a lagoon-based system, a key consideration was the fact that upgrading and expanding the current system is also significantly more affordable for homeowners in Tavistock. The option to upgrade and expand will cost the average homeowner another $300 - $400 a year in annual wastewater fees, not counting one-time development charges. If Tavistock were to build a new mechanical plant, that cost would jump by almost $1,000 a year, leaving the average homeowner with an approximate 500% increase in annual wastewater fees over the next 10 years.

While some other communities are building mechanical plants, lagoon-based systems are being used successfully in Oxford County now and across North America. It is important to note that the other communities used to compare wastewater strategies with Tavistock all have a larger residential tax base, as well as a broader commercial and industrial sector.

Oxford County believes that upgrading and expanding the current system is the best option for Tavistock. We undertook a careful review of six options for the community and submitted a plan, contained in an environmental study report (ESR), to the Ministry of the Environment based on the outcome of that review.

Q. The County was offered free land to build a mechanical sewage treatment facility. Why didn’t it act on that offer?

A.

Aside from the environmental and technical reasons, the upgrade/expansion is significantly more affordable for Tavistock homeowners compared to the cost of a mechanical plant, which would increase annual wastewater fees by about 500% over the next ten years. Also, a lagoon-based system offers some unique advantages for this community, such as an improved capacity to handle dairy wastewater and heavy rain.

With Tavistock’s current system nearing capacity, long delays are not in the best interest of the community. Consider that the decision to upgrade and expand Tavistock’s existing wastewater treatment system involved a three-year class environmental assessment and a 30-day public review period. Another 14 months was added to this timeline when someone opposed to the project requested a "bump up" from a Class Environmental Assessment to a full Environmental Assessment. (Note that the basis for the request was found not to have merit and was subsequently denied by the Ministry of the Environment in June 2008.)

Finally, while it is a generous offer, the County does not believe three acres is sufficient in total area required for a mechanical plant once the buffer area required around the mechanical treatment plant is taken into account.

While the County never received a formal offer for land, the informal offer did not offset all the reasons the County chose to upgrade and expand the existing system rather than build a new mechanical plant.

Q. There is a lot of talk about the environmental and health effects of the lagoons. Do they pose an environmental risk?

A.

There are environmental advantages to lagoon-based systems. Because they use less energy, lagoon-based systems produce fewer greenhouse gases. They are also more capable than a mechanical plant of handling any potential industrial spills and heavy rain events.

The Tavistock lagoons are safe. Repeated well water testing has shown that there is no groundwater contamination from the lagoons. Benthic studies have shown that benthic communities in the receiving stream have not been negatively affected. Moreover, there have not been odour complaints from the Tavistock lagoons since the installation of the existing surface aerators three years ago. The proposed fourth lagoon cell in Tavistock is for the storage of treated wastewater and as a result we do not anticipate odour issues.

It is important to remember that a community’s environmental health is the result of several factors, from farming or industrial activities to the habits and behaviours of individuals living in that community. Having said that, we agree that environmental concerns should be at the forefront of wastewater management decisions—that is why Oxford County completed an exhaustive Class Environmental Assessment for this project. The project has been approved by the Ministry of the Environment.

As part of the Township emergency management plan, The Tavistock Fire Department will begin monthly testing of the air siren on Saturday October 4, 2008.   The siren will be activated on the first Saturday of each month at 12:00 noon .

 

The air siren needs to be tested on a regular basis in order to ensure that it is in working condition should the need arise to use it. 

The siren will be activated in the event of either a chemical airborne release or impending severe weather that is directly headed for the village.   The public is strongly encouraged to tune into local radio stations and/or weather networks when bad weather is forecasted in order to stay informed of the weather conditions as they are subject to frequent change.

Tavistock Drainage Disconnect Grant Program - Update
The first batch of applications for the Tavistock Drainage Disconnect Grant Program have been approved and payments have been issued. Uptake on the program has been much slower than anticipated. To date there have only been 14 applications. In an effort to keep administrative and processing costs to a minimum, staff have "batched" the applications which resulted in a longer than expected time frame between the first applications and payment of the grant.

If you are interested in the program, information and application forms can be obtained from the Township website. The documents can also be obtained by contacting the Township Office. Council has approved operation of the program until the end of the year.

Issued by Environment Canada Toronto at 1:32 PM EDT Thursday 31 July
2008.

Confirmed tornado to the north of Woodstock last evening

  At approximately 7:00 PM on Wednesday July 30th a tornado briefly
occurred about 12 km to the north of Woodstock in the community of
hickson in the township of east zorra - Tavistock.  Environment
Canada personnel conducted a phone survey this morning and spoke with
a number of eyewitnesses in the hickson area. Eyewitnesses reported a
funnel cloud with swirling Debris below it at the surface. This
swirling Debris at the surface changes the categorization from funnel
cloud to tornado.   Some tree damage was reported along with minor
shingle damage to one home.
  This tornado was rated as a Fujita scale zero tornado with peak
winds around 100 km/h. This rating is the lowest on the Fujita wind
damage scale which starts at zero and goes up to 5. This is the 9th
tornado of the season so far in Ontario.
  The summer severe weather season runs from late April to early
October and Ontario normally gets around 11 tornadoes.

Tavistock Sewage System Meeting
In the past, Tavistock has experienced surcharging in the sewage collection system.  Oxford County has retained R. J. Burnside & Associates Limited to review and evaluate the sewage collection system in an effort to minimize current and future surcharging.

Spring Thaw In the Forecast

Current weather forecasts call for increasing temperatures over the next several days, resulting in more
significant runoff beginning later today and into the early hours of tomorrow. The gradual melt of much of 
the snow pack began late last week, and peaks will develop throughout the upcoming week.

Significant snow pack still exists in the north east portion of the watershed, in particular, east of the North
Thames River and north of Woodstock. Forested areas, fence lines and ditches still contain significant
quantities of snow, and there is also still significant water frozen in transit throughout the watershed from previous melts.

Forecasts predict 20 to 25 mm of rain over the next 24 hours with temperatures rising to 10 degrees
overnight, and remaining in the double digits tomorrow, This combination of high temperatures with liquid
precipitation will melt much of the remaining, snowpack, and result in significant flood peaks throughout
theThames River with banks being overtopped in low-lying flood plain areas and parklands, but with no significant threats to property anticipated at this time, A return to cooler temperatures later in the week will temper the runoff process as well.

2008 Budget
The Township has started the 2008 Budget process.  Council approved a proposed timeline for budget meetings over the next couple of months.  In addition to a timeline, staff have started working on preliminary drafts of the budget and have provided budget background information to Council.

"Home Heating Fires" News Release

The National Fire Protection Association has issued a News Release regarding the risk of home heating fires.   As outdoor temperatures drop and people take measures to keep themselves and their loved ones warm this winter, fire incidents involving heating equipment are expected to rise. According to a National Fire Protection Association (NFPA) report released today, heating equipment is a leading cause of home fires and nearly half of all home fires occur in December, January and February.

The UTRCA is warning residents to stay away from ditches, streams, rivers, and ponds. Residents are asked to pay close attention to children near any water body, as the combination of slippery or submerged banks and fast-flowing, icy water is very dangerous. The edges of all flood control reservoirs and bodies of water in the watershed also pose a safety hazard.

Conservation Authority Urges Caution Near Waterways
 
The Upper Thames River Conservation Authority (UTRCA) is warning residents to stay away from ditches, streams, rivers, and ponds. The weekend’s rising temperatures, combined with up to 30 mm of precipitation, will begin melting the watershed’s snowcover and raise river levels.
 
Residents are asked to pay close attention to children near any water body, as the holiday season begins. The combination of thin and unstable ice, slippery banks, and frigid water is very dangerous. The edges of all flood control reservoirs and bodies of water in the watershed also pose a safety hazard.
 
UTRCA staff are monitoring the situation for any changes and will provide updates if conditions change significantly.
 
Municipal Flood Coordinators should ensure that their flood plans are in place/updated and available.

The Hickson Municipal Office will close on Friday, December 21, 2007 at 4:30 p.m. and                        re-open Wednesday January 2, 2008 at 8:30 a.m. This includes General Administration, Building Department, Roads Administration and Fire Administration. Emergency Services and Road Maintenance operations are not affected by this closure.
 
A reminder that real Christmas trees can be dropped off at the Yard Waste Depots to be mulched. Please remove all decorations and plastic bags used to transport trees.

APPOINTMENT TO
TAVISTOCK LIBRARY BUILDING COMMITTEE

Oxford County Library Board shall consider the appointment of one (1) non-elected individual to the Tavistock Library Building Committee. The Tavistock Library Building Committee will be comprised of individuals appointed by the County of Oxford, the Oxford County Library Board and the Township of East Zorra-Tavistock. The Building Committee is an advisory body whose mandate includes overseeing the planning and construction of the building.

To be eligible, a candidate must be a resident of Tavistock or surrounding area, a registered user of the Tavistock Public Library, must have ready access to e-mail, and should be available to attend periodic weekday meetings as required.

Individuals interested in serving on the Tavistock Library Building Committee are invited to make application by forwarding a résumé in writing listing interests and background to:

Oxford County Landfill Holiday Hours
Hours of operation for the Oxford County Landfill over the Christmas holiday season will be as follows:

December 25th:    CLOSED
December 26th:    CLOSED
January 1st:           CLOSED

Effective January 1, 2008 Oxford County Landfill tipping fees will increase from $55.00/metric tonne to $60.00/metric tonne.  There is a $10.00 minimum and the the site remains cash only.

Updated Procedural By-law Approved by Council

Township Council approved an Updated Procedural By-law at the December 5, 2007 Meeting.  This approval is one of many required by recent changes to the Municipal Act.

The Procedural By-law sets out rules and regulations on how Council and it's Boards and Committees must operate.  The By-law includes provisions for:

  • giving notice of meetings
  • procedures and rules to be followed at meetings
  • agenda preparation guidelines and information
  • procedures for people wishing to appear before Council as a delegation
  • duites of the presiding officer

    Municipal Water System in Tavistock
    The Tavistock Water Tower maintenance is finished and the tower is operational.  Normal water use can resume.

    The County will begin its fall watermain flushing program starting as follows:

    Tuesday November 6            1:00 pm - 5:00 pm
    Wednesday November 7      8:00 am - 5:00 pm
    Thursday November 8           8:00 am - 5:00 pm
    Friday November 9                 8:00 am - 5:00 pm

    When water mains are flushed, customers may experience discoloured water or sediment. Any questions, you can contact County of Oxford Public Works at 1-866-537-7778.

    If you avoid water use during the flushing, it will prevent dirty water being drawn into the household lines.  The iron in the water is an aesthetic problem and is not a health concern however, you may choose to boil the drinking water or use bottled water for consumption as a precautionary measure during this time.

    If you get discoloured water, an outside tap or a laundry faucet not connected to a water softener or filter shold be turned on after the work is completed in order to flush the household lines.  Please allow sufficient time for the water to clear.  Discoloured water should not be consumed.

    Tavistock Master Storm Drain Plan - Community Meeting Highlights

    On October 2, 2007 the Township held a public meeting to update the community on the Tavistock Master Storm Drainage Plan. The meeting was held at the Tavistock Memorial Hall, with an Open House from 6 - 7:30 pm, followed by a presentation at 7:30 pm. The meeting was attended by all of Council, Township Staff and representatives from RJ Burnside Engineering. Approximately 18 members of the public also attended the meeting.

    Over the coming months, Township Council will be further considering the Master Drainage Plan in conjunction with the Township Budget. Council encourages residents to contact their Councillors about the Master Drainage Plan and the priorities for drainage in Tavistock.  Meeting Notes are available at the Tavistock Flood Prevention Working  Group Page.

                   7:30 pm Presentation of the Master Drainage Plan by RJ Burnside Engineering
     
    During the Open House, residents can view information on the Master Drainage Plan and discuss the report with Council, Engineers and Staff.
     
    At 7:30 pm, engineers from RJ Burnside Engineering will present the Master Drainage Plan Report. Following presentation of the report there will be the opportunity for questions and feedback on the proposals. The Township does require resident feedback on the proposals, as the recommendations will have significant budgetary implications for years to come.
     
    Following the formal meeting, Council, Staff and Engineers will be available to speak with residents about specific drainage matters and gather additional information from residents.

    The Great Refrigerator Roundup Program

    This energy conservation program managed by the Ontario Power Authority (OPA) will provide free in-home pickup of refrigerators, freezers and room air conditioners.  That old, inefficient second fridge could be wasting up to $150 per year in electricity.  All reusable materials from these units are being recycled and a bare minimum is sent to landfill sites. 

    To be eligible, these appliances must be a minimum of 10 years old, in operating order and within specific size restrictions.

    The EaZy Talk newsletter is published four times a year by the Township. It is mailed to every home and business in the Township, so chances are you've already received one.

    Stories include messages from the different departments, timely safety messages (for example, in the September 2007 issue there was a section on back to school safety), a message from the mayor, contact information and much more.

    Besides being mailed out, it is available at the Township Office, Tavistock Arena and it is made available on our website at this location.



    Events Listings:

    We do our best to stay up to date on events happening within the community, and put them on our events listing page. We put events up as soon as we get them, so check back if you're ever looking for details on a community event. If you have a community event you would like added, you can send the event details to the Township.


     

    Hickson and Tavistock Firehall Signs:

    The roadside signs located at the Hickson and Tavistock Firehalls are used to communicate important Fire Safety messages throughout the year. The Township is required by the Fire Marshall's Office to provide Fire Prevention and Education information and this is one of several methods to do so. The signs are also used from time to time for other important community events.



    Newspaper Advertising:

    The Township typically advertises certain events and notices in the Woodstock Sentinel Review and the Tavistock Gazette.  On occasion other newspapers such as the Stratford Beacon Herald, New Hamburg Independent and Ayr News may be used as well.  Due to the cost with newspaper advertising, and the fact that coverage is quite focused it is used only as required.  As well, not all notices and items listed on the website and through other electronic means will be advertised in the newspapers.



    Radio:

    Occasionally the Township will use Radio Stations to communicate important information to Township residents.  Typically these messages will be emergency situations, roads closures or other situations that require getting a message out quickly.  The Township would typically use 104.7 Heart FM, 1280 AM CJCS, 96.7 FM CHYM and 92.9 FM BX93.

    Water Tower Maintenance - Tavistock
    Effective August 27 to approximately October 22, the water tower in Tavistock is going to be emptied for service and painting.

    Water conservation measures are essential during this extended period of time.  During the maintenance, a ban on outside water use will be issued.  

    When the water tower is out of service, the water is still being treated and will be safe to drink and available at all times.  The chlorine disinfectant level may be more noticeable due to the necessary changes in operations.  Customers may experience fluctuations in water pressure or notice discoloured water.

    No outside water use for lawn watering, car washing, cleaning decks or siding will be permitted.  Only hand watering of flowers, vegetable gardens and shrubs will be allowed.  Hours are 6:00 am to 9:00 am and 6:00 pm to 9:00 pm.

    No permits for new sod or grass seeding will be issued during this time.

    New Outdoor Water Use Restrictions - Oxford County Municipal Systems
    EFFECTIVE IMMEDIATELY:
    The County of Oxford is imposing additional outside watering restrictions. A combination of high water usage and construction at some water facilities has stressed the capacity of water systems. Low Water Level Alerts issued by area Conservation Authorities support the need for reduced water use.
    THIS REDUCTION IS NOT VOLUNTARY.
    THESE RESTRICTIONS WILL BE IN EFFECT UNTIL SEPTEMBER 4, 2007.
    No new permits for sod or seeding new lawns will be issued
    Automatic sprinkler systems must also follow the schedule below.
    Property owners will be allowed outside water use once per week depending on the last digit of their street address. Hours of use are 06:00 am to 09:00 am and 06:00 pm to 09:00 pm.
    0 or 1 may water on Mondays
    2 or 3 may water on Tuesdays
    4 or 5 may water on Wednesdays
    6 or 7 may water on Thursdays
    8 or 9 may water on Fridays
    Please hand water flower containers, vegetables and gardens that are showing signs of stress on your normal watering day and time (ie every other day as per normal watering restrictions). Washing vehicles, decks or driveways outside the once per week allotted time is prohibited.
    Your assistance in managing the water demand is greatly appreciated.
    On September 4, 2007 the normal Water Use By-law of odd and even watering days will resume.

    VIOLATIONS:
    1st Offence - Verbal warning or written warning if no one is home.
    2nd Offence - Water pressure to the property may be reduced. A $75 charge applies to have the pressure returned to normal. Other charges may apply according to By-Law #4193-2002.

    2006 Financial Information Available

    In accordance with the Municipal Act, Section 295(1), the 2006 Audited Financial Statements for the Township of East Zorra-Tavistock are available.

    Any taxpayer or resident of the Township may request a copy of the statements, at no cost. The statements are available for review at the Hickson Municipal Office and on the Township Website from this link.

    Tavistock Storm Drainage Community Meeting
    The Township will be holding a Community Meeting on Tuesday, October 2, 2007 at the the Tavistock Memorial Hall to present the Tavistock Storm Drainage Master Plan Report and obtain community feedback on the proposals.

    There will be an Open House from 6 - 7 pm, where residents can view information and speak directly with Councillors, engineers and staff.  A presentation from RJ Burnside Engineering, on the Tavistock Storm Drainage Master Plan will be made at 7:30 pm.  Following presentation of the report, there will be an opportunity for questions and feedback on the proposals.

    due to the dry summer that we are experiencing it has been decided that for safety reasons there is a ban on outdoor burning
    The Township Fire Department will not approve any controlled burns until futher notice.  The ban will be lifted when weather conditions are deemed safe by the Township Fire Department
