The Townships propose to enter into individual agreements with the Ministry of Community Safety and Correctional Services to receive policing services from the Ontario Provincial Police. The City of Woodstock proposes to establish a municipal police service to be known as the City of Woodstock Police Service. The Commission will hold a public meeting pursuant to sections 5, 10 and 40 of the Police Services Act to consider these proposals. The purposes of this meeting are to receive these proposals and submissions with respect to their adequacy, and to determine whether severance arrangements have been made with those members of the Oxford Community Police Service whose employment may be terminated if the proposals are accepted. This public meeting will take place commencing at 10:00 a.m. on Thursday, May 14, 2009, in the Vansittart Conference Room at the Quality Hotel and Suites, 580 Bruin Boulevard, Woodstock, Ontario. This practice makes for a safer walking environment for everyone; children on their way to school, seniors out for a walk, or those getting some exercise. We believe that upgrading and expanding the existing wastewater treatment plant is the best option for this community at this time. If you have comments or questions, please send them to publicworks@oxfordcounty.ca.Q. Why is the County moving forward with a proposal to upgrade and expand Tavistock’s wastewater treatment system? A. Tavistock’s current wastewater treatment system is nearing capacity and Oxford County believes that this is the best option for the community at this time. First, the project is designed to accommodate the community’s projected growth for the next 20 years. Second, our Environmental Study Report shows that the lagoon upgrade/expansion option offers a number of benefits that are well-suited to the unique needs of this community. Finally, it is a more affordable option for the individual Tavistock homeowner who, in the end, shoulders the cost of wastewater treatment through yearly rates and one-time development charges. These charges would climb by almost 500% over the next ten years if the County were to build a mechanical plant.Q. Why isn’t the County building a new mechanical treatment plant in Tavistock when other small communities are building mechanical plants? A. In addition to the compelling environmental and technical reasons for a lagoon-based system, a key consideration was the fact that upgrading and expanding the current system is also significantly more affordable for homeowners in Tavistock. The option to upgrade and expand will cost the average homeowner another $300 - $400 a year in annual wastewater fees, not counting one-time development charges. If Tavistock were to build a new mechanical plant, that cost would jump by almost $1,000 a year, leaving the average homeowner with an approximate 500% increase in annual wastewater fees over the next 10 years. While some other communities are building mechanical plants, lagoon-based systems are being used successfully in Oxford County now and across North America. It is important to note that the other communities used to compare wastewater strategies with Tavistock all have a larger residential tax base, as well as a broader commercial and industrial sector. Oxford County believes that upgrading and expanding the current system is the best option for Tavistock. We undertook a careful review of six options for the community and submitted a plan, contained in an environmental study report (ESR), to the Ministry of the Environment based on the outcome of that review.Q. The County was offered free land to build a mechanical sewage treatment facility. Why didn’t it act on that offer? A. Aside from the environmental and technical reasons, the upgrade/expansion is significantly more affordable for Tavistock homeowners compared to the cost of a mechanical plant, which would increase annual wastewater fees by about 500% over the next ten years. Also, a lagoon-based system offers some unique advantages for this community, such as an improved capacity to handle dairy wastewater and heavy rain. With Tavistock’s current system nearing capacity, long delays are not in the best interest of the community. Consider that the decision to upgrade and expand Tavistock’s existing wastewater treatment system involved a three-year class environmental assessment and a 30-day public review period. Another 14 months was added to this timeline when someone opposed to the project requested a "bump up" from a Class Environmental Assessment to a full Environmental Assessment. (Note that the basis for the request was found not to have merit and was subsequently denied by the Ministry of the Environment in June 2008.) Finally, while it is a generous offer, the County does not believe three acres is sufficient in total area required for a mechanical plant once the buffer area required around the mechanical treatment plant is taken into account. While the County never received a formal offer for land, the informal offer did not offset all the reasons the County chose to upgrade and expand the existing system rather than build a new mechanical plant.Q. There is a lot of talk about the environmental and health effects of the lagoons. Do they pose an environmental risk? A. There are environmental advantages to lagoon-based systems. Because they use less energy, lagoon-based systems produce fewer greenhouse gases. They are also more capable than a mechanical plant of handling any potential industrial spills and heavy rain events. The Tavistock lagoons are safe. Repeated well water testing has shown that there is no groundwater contamination from the lagoons. Benthic studies have shown that benthic communities in the receiving stream have not been negatively affected. Moreover, there have not been odour complaints from the Tavistock lagoons since the installation of the existing surface aerators three years ago. The proposed fourth lagoon cell in Tavistock is for the storage of treated wastewater and as a result we do not anticipate odour issues.It is important to remember that a community’s environmental health is the result of several factors, from farming or industrial activities to the habits and behaviours of individuals living in that community. Having said that, we agree that environmental concerns should be at the forefront of wastewater management decisions—that is why Oxford County completed an exhaustive Class Environmental Assessment for this project. As part of the Township emergency management plan, The Tavistock Fire Department will begin monthly testing of the air siren on Saturday October 4, 2008. The siren will be activated on the first Saturday of each month at 12:00 noon . The air siren needs to be tested on a regular basis in order to ensure that it is in working condition should the need arise to use it. The siren will be activated in the event of either a chemical airborne release or impending severe weather that is directly headed for the village. Confirmed tornado to the north of Woodstock last evening ==weather event discussion== At approximately 7:00 PM on Wednesday July 30th a tornado briefly occurred about 12 km to the north of Woodstock in the community of hickson in the township of east zorra - Tavistock. Environment Canada personnel conducted a phone survey this morning and spoke with a number of eyewitnesses in the hickson area. Eyewitnesses reported a funnel cloud with swirling Debris below it at the surface. This swirling Debris at the surface changes the categorization from funnel cloud to tornado. Some tree damage was reported along with minor shingle damage to one home. This tornado was rated as a Fujita scale zero tornado with peak winds around 100 km/h. This rating is the lowest on the Fujita wind damage scale which starts at zero and goes up to 5. This is the 9th tornado of the season so far in Ontario. The summer severe weather season runs from late April to early October and Ontario normally gets around 11 tornadoes. Conservation Authority Urges Caution Near Waterways
The Upper Thames River Conservation Authority (UTRCA) is warning residents to stay away from ditches, streams, rivers, and ponds. The weekend’s rising temperatures, combined with up to 30 mm of precipitation, will begin melting the watershed’s snowcover and raise river levels.
Residents are asked to pay close attention to children near any water body, as the holiday season begins. The combination of thin and unstable ice, slippery banks, and frigid water is very dangerous. The edges of all flood control reservoirs and bodies of water in the watershed also pose a safety hazard.
UTRCA staff are monitoring the situation for any changes and will provide updates if conditions change significantly.
Municipal Flood Coordinators should ensure that their flood plans are in place/updated and available.

At 7:30 pm, engineers from RJ Burnside Engineering will present the Master Drainage Plan Report. Following presentation of the report there will be the opportunity for questions and feedback on the proposals. The Township does require resident feedback on the proposals, as the recommendations will have significant budgetary implications for years to come.
Following the formal meeting, Council, Staff and Engineers will be available to speak with residents about specific drainage matters and gather additional information from residents.

Water conservation measures are essential during this extended period of time. During the maintenance, a ban on outside water use will be issued. When the water tower is out of service, the water is still being treated and will be safe to drink and available at all times. The chlorine disinfectant level may be more noticeable due to the necessary changes in operations. Customers may experience fluctuations in water pressure or notice discoloured water. No outside water use for lawn watering, car washing, cleaning decks or siding will be permitted. Only hand watering of flowers, vegetable gardens and shrubs will be allowed. Hours are 6:00 am to 9:00 am and 6:00 pm to 9:00 pm. No permits for new sod or grass seeding will be issued during this time. A combination of high water usage and construction at some water facilities has stressed the capacity of water systems. Low Water Level Alerts issued by area Conservation Authorities support the need for reduced water use. THIS REDUCTION IS NOT VOLUNTARY.
No new permits for sod or seeding new lawns will be issuedTHESE RESTRICTIONS WILL BE IN EFFECT UNTIL SEPTEMBER 4, 2007. Automatic sprinkler systems must also follow the schedule below. Property owners will be allowed outside water use once per week depending on the last digit of their street address. Hours of use are 06:00 am to 09:00 am and 06:00 pm to 09:00 pm. Please hand water flower containers, vegetables and gardens that are showing signs of stress on your normal watering day and time (ie every other day as per normal watering restrictions). Washing vehicles, decks or driveways outside the once per week allotted time is prohibited.0 or 1 may water on Mondays Your assistance in managing the water demand is greatly appreciated. On September 4, 2007 the normal Water Use By-law of odd and even watering days will resume. VIOLATIONS: 1st Offence - Verbal warning or written warning if no one is home. 2nd Offence - Water pressure to the property may be reduced. A $75 charge applies to have the pressure returned to normal. A presentation from RJ Burnside Engineering, on the Tavistock Storm Drainage Master Plan will be made at 7:30 pm.
